The DSF is government-led. Its institutional membership comprises the National Development Planning Agency (BAPPENAS), the Ministry of Finance, and the Ministry of Home Affairs and nine donors: the Asian Development Bank, AusAID, CIDA, DFID, the Government of Federal Republic of Germany, the Government of the Netherlands, UNDP, USAID, and the World Bank. The principal financial donor to the DSF is DfID. Financial contributions have also been made by AusAID and CIDA.
