Purpose: The Decentralization Support Facility (DSF) is a government-led multi-donor trust fund whose principal purpose is to support the decentralization agenda of the Government of Indonesia, particularly as this pertains to improved service delivery for citizens.
Roles: Within the field of decentralization, the DSF attempts to satisfy its purpose by fulfilling three principal roles, which are designed to help the Government of Indonesia to:
Membership: The institutional membership of DSF comprises the National Development Planning Agency (BAPPENAS), the Ministry of Finance, the Ministry of Home Affairs and nine donors: ADB, AusAID, CIDA, DfID, Government of Germany, Government of the Netherlands, UNDP, USAID, and the World Bank. The principal financial donor to DSF is DfID, with AusAID and CIDA also having made financial contributions.
Strategic management: The strategic management of DSF is exercised through a committee structure comprising senior representatives of the Ministry of Finance, the Ministry of Home Affairs, the National Development Planning Agency, and nine international development partners.
Operations: The World Bank is the administrator of the DSF multi-donor trust fund. Overall management of the executive arm of DSF (the DSF Executive) is the responsibility of the Program Manager, who is appointed by the World Bank, with the approval of the DSF’s Steering Committee. Activities of the DSF are aligned with the decentralization development objectives of the Government of Indonesia and with the development priorities set from time to time by its Steering Committee.
Steering Committee: In addition to its strategic management and oversight responsibilities, through DSF, the Steering Committee is responsible for promoting the principles espoused in the Jakarta Commitments (August, 2008) and in the Paris Declaration, and for promoting the DSF as a vehicle for achieving the ends specified therein.
Management Committee: The Steering Committee is assisted by a Management Committee whose responsibilities include approving DSF work programs and budgets and reviewing DSF progress and fund utilization.
