Jakarta Administration Tightens DIPA Fund Monitoring

DKI Jakarta administration said that they will tighten control of the use of Budget Implementation Entry List (DIPA) fund from central government. Governor of Jakarta, Fauzi Bowo, warned regional work units (SKPD) to not reckless in using the fund, which submitted to the representation of 10 DIPA recipients at Jakarta City Hall, Thursday (7/ 1).

"DIPA fund should be used efficiently, precisely, and measured. Committed officials, reviewers, and treasurers of expenditures should give special attention to the principles of efficiency, transparency, and accountability in budget management," said Fauzi.

Governor defined, that the oversight of fund usage will be done in a very tight fashion, where the fund should be able to synergize the National Medium Term Development Plan (RPJMN) and the Regional Medium Term Development Plan (RPJMD). Foke added efficiency is required for expenses such as electricity, telephone, and water.

In addition, the officials’ habit of holding a meeting at a luxury hotel is also not permitted. He said he would limit such spending. “Holding a meeting at luxury place such as hotels will be limited," he said.

Meanwhile, DIPA for Jakarta in 2010 increased by Rp11 trillion to Rp141, 398 trillion, compared with 2009 for Rp130, 297 trillion.

Most of the fund is for sectoral agencies such as Jakarta Military District Command, Air Force Operational Command, Jakarta Police Department, Prosecutors Office, High Court Office, Regional Secretary, Regional Office of Justice and Human Rights Department, Office of Education Services, Office of Manpower and Transmigration Services, and Office of Social Services.

Chief of Region II Office, Directorate General of Treasury, DKI Jakarta, Tunggal Tribuwono said, the submitted DIPA includes DIPA for a number of central offices and agencies in Jakarta, amounting 998 checklists worth Rp132, 265 trillion.

While DIPA for DKI Jakarta regional offices is 382 checklists with a value of Rp8,12 trillion. Tribuwono also specified SKPD’s Deconcentration Fund for 48 DIPA or Rp997, 476 billion, 9 DIPA for SKPD assistance task worth of Rp6,704 billion, and DIPA for general affairs containing six lists worth of Rp6,420 billion. "With this DIPA submission, it is expected that head of SKPD can guarantee that the budget can be started right at the beginning of fiscal year," he said.
